The Cindy Haber Center was incorporated as an Act 310 in 1994 to separate services for people with intellectual and developmental disabilities from the comprehensive Act 310 in Baldwin County.
With the support of the Alabama Department of Mental Health, Cindy Haber (then the executive director of ARC Baldwin County) went before the Baldwin County Commission to request a separation of services for developmental disabilities. After several months of discussion, the Baldwin County Commission approved the creation of a separate Act 310 for Intellectual Disabilities in Baldwin County. A new non-profit corporation named The Mental Retardation/Developmental Disabilities Board, Inc. was formed in the fall of 1994.
The board began operating at the Summerdale United Methodist Church. By October 1, 1994, the Alabama Department of Mental Health set all contracts for Intellectual Disabilities services to run through The Mental Retardation/Developmental Disabilities Board. This brought Medicaid Waiver Slots to Baldwin County, making those with a diagnosis of Mental Retardation eligible for services. That year, we provided services to approximately 29 people.
Today, the Cindy Haber Center serves 12 counties and countless individuals in the State of Alabama. We continue to work with individuals, families, and service providers across our area to coordinate services that enrich the lives of individuals with intellectual and developmental disabilities.
